Kentucky has been involved in educational §organization changes since legislation passed the §Kentucky Postsecondary Education Improvement Act of §1997. A major structural change initiated by this §reform was separation of community colleges from the §University of Kentucky and the formation of the §Kentucky Community and Technical College System §Initially, HB 1 left Lexington Community College as §part of the University of Kentucky, and Central §Kentucky Technical College (CKTC) operated under §KCTCS as a technical institution. These two colleges §had served the same community but were separate §institutions until legislative changes approved LCC §to become part of KCTCS in April 2004.§The purpose of this study was to explore the process §of change and leadership during the initial stages §of the consolidation. The goal was to gain knowledge §and to add understanding that may be useful to §institutions, leaders, and college personnel §involved in similar consolidations. §Bolman and Deal s four frames for viewing §organizations provided the framework for developing §research questions and data analysis.
