As potential targets, such as military facilities, symbols of democracy, government buildings, and infrastructure are "hardened" against possible terrorist attack, terrorists will shift to softer targets: churches, schools, malls, mass entertainment centers, high-rise apartments, transportation centers, and energy facilities.
