Auf der Basis einer Bestandsaufnahme wird die Struktur eines Simulationsmodells zur Bestimmung von Entscheidungskonsequenzen im Bereich der Elektrizitätsversorgung erläutert. Das Modell stellt den Versuch dar, alle wesentlichen Zusammenhänge zwischen dem Strombedarf einerseits und den Auswirkungen der Stromversorgung für Verbraucher, Staat, Umwelt, Kapital- und Brennstoffmarkt andererseits zu beschreiben. Die vielfältigen Anwendungsmöglichkeiten des Modells werden am Beispiel der öffentlichen Elektrizitätswirtschaft von Baden-Württemberg demonstriert. Neben einer Validierung des Modells von 1970 bis 1977 werden mögliche Entwicklungslinien bis zum Jahr 2000 aufgezeigt.
